I was wondering if someone could help me with a simple light control. I built it to turn light on at a certain time, selected the switch i want switch i want switched but it will not come on? When i run the rule manually it turns it on.
You're using the wrong application for something as simple as what you want to do.

First, is this all you're trying to do? If so, Room Lighting is overkill. Try something like Basic Rules instead. (Simple Automation Rules, as suggested above when I was writing this, would work too; but Basic Rule is a bit newer, will give you some more options if you ever need them in the future, and flows better, IMHO, with the way most people think about automations.)
If you're interested in troubleshooting this rule, time periods don't do anything on their own by default. Typically, they just affect how lights are "activated" (to what settings, often on to a certain level or CT) when they are, but you still need some activation event. In your case, enabling the Activate lights on time period changes option (under Means to Activate Lights > Other Activate Options) should do it, plus possibly some other options depending on what you really want to happen -- but, again, this isn't really the best choice for simple time-based automations like turning something on or off at a certain time.
Also, are you using a screen reader or similar accessibility tool? If not, you have this option enabled in Settings anyway, and it's making some parts of the UI look a bit odd if you aren't, so consider disabling that as well.
