probably my error, but i can't seem to get 'Set Variable' to appear in the actions list. i've tried making fresh rules with different device type triggers thinking maybe that would make a difference. still nothing. any ideas?
Running 2.3.0.124 and while this may not be terribly helpful, "Set Variable" simply appears when using the appropriate action for a new rule:
A bit speculative, but have you created a global variable ahead of the rule? That item may only be put in the list if there's actually a variable there to be set.

Rule machine only displays the available functionality. As an example, if you don’t have water sensors, the related options will not show. As @ian3 indicates, it is important that you define a hub variable from the settings menu, or a local variable from the bottom of the main page of the rule you are creating. Once created, the option should appear.
