I thought I was able to use rule machine to send notifications, but I can't find that option anywhere as a valid action. Did I dream up this capability?
What end device do you want to display/announce the notification?

If you have an Alexa or Google Home/Nest hub you can send spoken messages from RM and other apps via the built-in Amazon Echo Skill and Chromecast Integration (Beta) apps available under the "Add Built-in App" button on the top-right of the Apps tab.
To send notifications to the Hubitat mobile app or via Pushover, you can use the built-in Notifications app as well:
