Not sure how to configure Samsung Buttons Double Tap.
I'd like to use it to set different modes but could only see push and held as options for these buttons in HSM or Mode Manager.
I'm sure I'm missing something.

It appears Mode Manager and HSM don't allow you to choose the double-tap capability of a button device. I think even "held" is relatively new because I asked about something similar a while back and don't think it was there (perhaps they're trying to avoid cluttering the UI, though at least in Mode Manager, it's a drop down and unlikely to clutter anything--and on a related note, I'm not sure if this list is filtered based on the device's actual capabilities, i.e., if you can choose an option that will never work).
In any case, all you need is an app that lets you choose "double tappable buttons" as a device/capability. Button Controller (a built-in app) and Advanced Button Controller (a community app) are popular choices, though you can also build anything you want in Rule Machine yourself (or write a custom app or use another community app, etc). In some cases, you may also be able to use the old SmartThings workaround to map holds and/or multi-presses to different button numbers as a "push" to cheat and use the device in that way (I have an old driver for the Samsung Button I used before the official one was released, and it wouldn't be that hard to modify it it report a push of buttons 1, 2, and 3 instead of a press, double-tap, and hold all of button 1 if you'd rather change the driver than use another app).
