So what do we make of that error? How does this just happen?
I'm going to guess that maybe one or more of your "Pause Rules" actions had a rule selected that you since deleted. If you can edit this action, it might be enough to just try that (and make sure everything you want is still selected), and hit "Done with this action" to re-save it. If that errors out too, you may need to just delete and re-create that action.
If you referenced the same rule in your other actions too (e.g., maybe some the "Resume Rule" actions), I'd do the same just in case.
This is a guess but one that makes sense based on the error, and there is probably a cleaner way this could be handled if so--but the above may help if that's what it is.
Ya I think I did delete a rule that this was probably pausing but that isn't showing up in the list. I'd think there would be a broken or something to indicate and then I could remove that. I just recreated it. 
Hard to keep track of it all sometimes. It would be nice if there was some warning when deleting a rule if that rule was referenced elsewhere. Ah well.
