Is it possible to display rule pause/resume state on dashboard tile?
I wouldn't expect so, it is typically devices and variables that you have access to in dashboard tiles.
An alternative would be to incorporate a virtual switch or maybe a variable into the rule that nullifies it's effect, such as configuring a restriction that refers to the VS or variable, then include that VS or variable on your dashboard.

As @sburke781 mentioned, I created a virtual switch to pause/resume one of my rules - that was then easy to pop in a dashboard.
