I am able to see all 3 fan modes from the Tstat device page. However, when using rule machine, I cannot change fan mode to anything but "on" or "auto". Is there an issue with the RM template for Tstat fan control? Or am I missing something else?
Which driver are you using?
It looks this this is a limitation of the T6 driver. The generic thermostat driver includes the "circulate" option.

I am using the Advanced Honeywell T6 driver. I will try the generic driver and see what happens.
Generic z-wave plus thermostat driver (not just z-wave)
Hubitat recommends the generic z-wave plus thermostat driver for the T6. It will see all available options the stat supports.

Driver is changed to recommended generic z-wave tstat. The RM fan mode selection is STILL either "on" or "auto". I am trying to change the fan mode with a rule from "on" to "circulate". I am still unable to do it.
I think there is a UI bug for this regardless. I tagged @bcopeland in this thread about it. I'm thinking this applies to you as well.
