Is exporting, deleting, and importing a rule functionally equivalent to deleting it and recreating it from scratch?
No, it also copies all of the "internal" state/settings/etc. If you've managed to corrupt something there or ran into some issue that prevents you from editing or executing the rule as expected (rare but not unheard of), that will almost certainly be carried along.
This is true for the import/export/clone feature of all apps, by the way; they do not have any specific knowledge of each app but rather just copy the internal data structures.
