Rule Dead End - any suggestions on way out? - Workaround - delete and keep repeating until works

How do I now save this?

I can Cancel it or I can Refresh Action List but no option for a Save?

Ok only way out was to Cancel and keep trying again and again until eventually you get a Done with Actions button up hat allows you to continue.
