I know it's not really needed but I am going through and doing some organization. I have only a handful of rules left in legacy. Is there an easy way to convert?
Nop. You’ll have to re-create them in 5.1 if you want them there. All that have asked that same question have received the same answer.
There was even a poll done to see if effort should be spent on the ability to convert from up version and the opinion of the majority who responded was to focus on hub features/improvements.

sucks to have ocd about this stuff. You get to organizing and run into stuff like this. ah well!

One upside to these occasional rewrites is it gets you in each rule deep enough to really see new opportunities to improve things or apply new tricks you've picked up since first writing it.
Otherwise, yeah, it blows doing the rewrites lol.
