Not sure if this is possible with Room Lighting. If not please tell what would be the best app to do this in.
I have three different time periods.
Morning Time 100% - both lights
Day Time 100% - just one light
Bedtime 30% - just one light

It doesn't seem possible to adjust on time per time period but if you were happy with using modes instead, you could look at apps like Motion and Mode Lighting Apps.
In the motion lighting section, both the main settings, and the delay settings have a toggle for "per mode". You'd have to create multiple modes though, and adjust any automations you have that are already based on mode.
The other option could be to create a separate automation for turning off.
