I'm running a C8 on .121 beta but I don't think that's the issue.
I tried a year ago to get RL to work properlay and gave up; went to the old Groups and Scenes.
I only had one issue with Groups is that I had to issue a SetLevel on a reboot to all the groups to sync them.
Fast forward to yesterday.
I decided to give RL another try as G&S is old and could potentially go away.
I ported and screwed around with 2 of my previously working Groups and RL is just not cooperative.
All my lights (in groups) are ZB Sengled Classic and functioning for years with the Advanced ZigBee Bulb driver.
I could not get the lights to respond properly to commands directly from the Device page or from the RL activator. Sometimes only one would work, the other was always dead.
I tried the Sengled driver and no go either.
I stumbled upon the cure which was to have one set to Sengled and one to Advanced ZB Driver.
This solved both non-working RL groups, but why?
My only guess is that RL has a control bug or the Configure, after device driver change, doesn't work immediately anymore.
I also get lots of these in the logs when it isn't working and I have the wrong "Mix" of drivers, but, I get no errors using either of these drivers when run as single devices.

The thing is I've been using them flawlessly for years under HE with either driver and successfully with Groups and Scenes.
That's the confusing part.
Every time I try RL I can't get the integration to work.
If I have to change every second bulb to one of the known good, to me, opposite drivers and it solves the issue I guess that a win.
Just an update although anecdotal.
I converted my last Group to RL using the method I discoverd above.
I made the 2 bulbs have diametric HE internal drivers, one Advanced ZB Bulb and one Sengled Classic.
Created the Activator and boom, worked first time, no issues.
I have no idea what lurks beneath but it solves my operational issues.
PS: Things work as designed if I use Z-Wave devices.
When you have issues, were you activate the Group through RL? I might be experiencing the same issue with Scenes I’ve created with these lightbulbs. However, the bulbs do work from the page, but I’m having issues with them turning on consistently when trying to activate the Scene through RL. The turning off seems consistent though so I’m really confused about the turning on. When I look at my Past Logs, the “Evening Lights” scene is executed by the RL rule, but isn’t turning on the Sengled bulbs. All my Z-wave switches are turning on just fine though and Activating Scene directly through the Scene page works.
It’s almost like it’s treating the Sengled bulbs as if “pre-staging” is enabled. I just enabled “Discrete on for activation” and will test it tonight to see if it that makes a difference
While I figured out the solution (for me) was to have 2 different drivers I eventually found the Grail.
I recreated the Activators and without these "Other Activation Options" and the bulbs work but only as the solution above or using only Generic Zigbee Bulb driver for every bulb.
While these lines were selected in the beginning they would often go away, maybe all my testing, trying so many combinations of options and drivers?
I added them back in and everything works with all drivers now.
Maybe they should be tagged as Mandatory and remove at your own risk?
Do you mind sharing your table in Room Lighting? I wonder if our situation is the same. These are actually different Scenes. I'm wondering if I should just move my Scenes over to RL rules and create Activator Devices for them.
Ahh! Okay it is a different situation then. That actually works for me just fine. I have a guest bedroom RL rule similar that works fine. I think it may be because I don't treat them as a Group though. I recommend turning on "Activate even if already partially activated". If you manually turn on one of them, then the other light won't turn on unless this option is selected.
