I am trying to re-capture scene for my outdoor Hue lights by first changing them to the desired color and brightness via the Hue app.

When I go into Room Lighting to re-capture the scene, the "current" color in the table doesn't change to the color that is set in the Hue app, it just stays on the color it was previously on. So I am unable to re-capture the scene with the new colors

Are you waiting for the changes in the Hue app to replicate over? Hubitat polls Hue for changes, so they aren't instant. You can verify by checking the lights/groups to Hubitat to make sure your changes have been polled in and then try the capture.
