RM how to run action conditional upon event occurring x seconds after trigger

I'm trying to write a rule to nail down some interference issues (random plug powering off and on).

So this happens only if the plug is on and very occasionally will flick off and on again. So the rule is triggered when it goes off and I want to get notified if the plug turns on within 1s otherwise exits the rule to wait for it to happen again.

Is such a rule possible?
