Can I copy several actions from within one rule and paste them into another rule? I thought that copying action then Publish(ing Clipboard would do the trick but the copied actions from one rule are never available within the other rule? So what exactly does Publish Clipboard do?

On the Actions page, there should be a dropdown (after you've ticked Publish Clipboard in the existing rule) for "Import clipboard from..." that you will select the rule you're importing actions from.

It seems that if there is already something on the clipboard for the rule you are trying to paste into you must first click "clear clipboard" for that "import clipboard from..." dropdown to appear.
