Request expand color temperature range for CT bulbs

Hoping for this to be expanded to 1500-6500 to accommodate lifx, yeelight, and other CT bulbs...

Actually, for LIFX the upper bound is 9000

Yes, but I think it's only in rule machine. Probably not global in case it causes problems.

Ah, it's in RM 3.0, not 2.5.
