Request. Add sticky trigger functionality to notification app

I have many rules using temp above etc setting of the notification app. It seemed the best way to monitor things like freezer temps.

Yes i know.i can rewrite them using rule.maching but it would seem a perfect place to have the option to say if a temp.is above x and stays that way for 15 minutes. To.avoid having to set the temp so high for freezers for instance to avoid triggering on a de-ice cycle.

Same issue in temp monitoring in HSM as well.
