I have some rule where the "Repeating" notice won't go away unless I enter the Rule
Browser close or refresh doesn't clear it, the Rule is working properly and is no longer repeating
To clear this, I open the rule, repeating goes away, select Done
Is this a Chrome browser/cache/Windows 11 issue? or something else?

It's happening because the Apps page, like most of the UI in HE, is static. While it could be a minor bug (in the way Rule names actually get re-written to reflect changing states), I sense that this is expected behavior.
What happens if you leave Apps and return? Is the "Repeating" flag also still there?
I see this as well. I have several rules that will show repeating but they are not. If I open the rule and exit that will clear it. Just refreshing the page does not.
BTW I use chrome and I am on windows 11 at home but my office computer is on windows 10 and shows the same in Chrome.

Okay, time to call in @bravenel to review what sounds like a minor UI bug.
Yes, the only way to get rid of it is to open the rule
For me, this just started say within the last few weeks/month, not much longer than that IIRC
I have one rule that will not clear. The screen shot below shows three rules all saying repeating, none of them are. They all have repeats in them but they are all using a similar repeat 5 times. The Hourly Energy Report rule Repeating will not clear. For the two I cleared I just opened the rule and then backed out with the browser back button, I did not click done.
(a) Suggest you (@toy4rick) edit Subject of this thread to something more descriptive of the issue;
(b) I set up a test Rule in my HE in hopes of catching it misbehaving, but alas all the Repeat actions executed flawlessly during all my runs, and the (Repeating) flag came and went as expected;
(c) I still had to click away from Apps and then back to see the UI updates in near realtime.
NOTES: In case it matters, I left the "Unstoppable?" slider set to its default OFF position in the Repeat clause.
I just noticed I am seeing this with predicate conditions as well. I have 4 rules that should now be running and all one but show predicate is False. They are 5.0 rules. I refreshed the page and nothing changed. The predicate condition is the same for all four rules. I opened one of the rules that shows predicate false, and then hit the back button in the browser and the predicate false was removed from that rule. The other two still show predicate false. See below
I went through and opened the other two and backed out after the screenshot was taken below and all four now are listed correctly. Its not a big deal as they are running, it just worried me when I saw they showed predicate false, I thought something was wrong.

Has anyone found a solution to this yet? Mine still shows as repeating until I open the rule...

This is the same problem as Paused not showing up. There is a bug having to do with caching of the Apps page. We have identified a fix, and it will be in Release 2.3.1 next year.
