Looks like I was (thankfully) off with my assessment that storing attributes (json) from a driver in a local file being a no-go:

Writing an Attribute Value to a Local File (Variable) in RM4 (or directly within Driver Code)

For anyone else who needs this, I was able to get around this by first setting another local variable to the value of the attribute, then referencing that local variable when updating the variable representing the local file. [SetLocalFileToAttribute]

I have also been able iterate through this json file using another local html file with some ajax:

Still very much tailored to my BOM radar images, but still no reason it couldn't be tweaked to cater for other images.
