I've got a few Basement Watchdogs sprinkled (so to speak) around the house.

I also have leak sensors, and a shut off valve (an old Water Cop that I adapted) with the Hubitat.
I've got a z-wave wireless switch at the door so that I can easily turn off the water when I Ieave the house. If this was rigged up with a wire or some other way to bypass the hub, maybe it would be a good alternative?
The valve needs to turn the water off when the sensor detects a leak and it needs to be able to notify my dad. They are in this condo less than 20% of the year.
In this case you may want to investigate a Qolsys IQP4 alarm system. You get your water monitoring, water shutoff, remote notifications etc. You can remotely arm it and control a door lock if you like. Doesn't require solid internet because it's cellular.

You don't have to use an alarm system for crime. They are used for things like life safety and caregiver check ins etc. This is a good use for one. In a rental you want to know if the smoke alarm went off also.
They have a non screen version as well. You can tuck it in a closet or utility space where it isn't seen.
