I simply wanting a rule that that notifies me every 15 minutes (phone and echo) if the garage door is open between 9PM and 5AM. Does my rule look correct? I seem to have difficulty modifying after it has been created, therefore testing has proven difficult without having to recreate, odd. I am still learning. Thanks.
I was not expecting to give this answer (and rarely do when the lead-in is "hi, I just started using this platform"), but: yes, that rule looks fine to me. 
You'll get advice to check out the built-in Notifications app instead of Rule Machine for this, but that won't help you in the specific case where it becomes 9 PM and the door is already open. A rule or other solution is indeed what you need. Notifications could handle all the other parts if you didn't have that requirement.
