How can I set a Generic Zigbee Outlet to stay ON when power returns after a power failure?

BTw. Same thing with a Tasmota device?

Depends on the device. I know I have two versions of Centralite lamp modules one set seems to maintain state after a power restore and the other ones doesn't. My only way to work around it was to have a power fail detection using a Sengled ZigBee bulb. Those are designed turn on when power is restored, I keep this bulb connect in a fixtured in my wire closet. If the light turns on I know the power is failed and I am able to run some rule machine actions on my hub that can reset anything that is critical.

I need something that can report its state to HE, (something like power consumption - maybe connected to the fridge) that can trigger the other outlets.

Can someone suggest always on devices that can report its state to the HE hub?

My Sylvania 72922-A Zigbee outlet will always toggle and transmit 'on' and 'off' events when power is restored. Normally I wouldn't like this behavior; it doesn't appear to be configurable. But it is useful as a "restore state after power failure" trigger for an automation I use for my UPS powered hub to set things like Zigbee bulbs (which always turn on after power is restored) back to a state appropriate to the time of day.
