Pool Water Level Rule with Delay and Cancelable - Need Help

What type of device do you need to debounce?

It is a Dome Type Water sensor with a float switch connected to the cradle.

Are you using it as a switch or a sensor? Which part bounces?

Since I have a float switch connected to the sensor cradle, it would be a switch, I think. And maybe that's part of the problem, the water sensor cannot handle the rapid switch transition caused by the water movement. This is what I have rigged up, (float switch has a 3mm plug that goes into the cradle);

.... am I trying to do something that is not workable? I still need help.

Thinking the Water sensor might be the issue, I replaced it with an Ecolink door/window contact sensor but it does the same thing. The contact sensor with level switch actions the rule to open the pool fill valve when the float switch closes. The problem is the contact sensor does not change to open once the water level get high enough to open the float switch. If I manually close and open the float switch, it seems to wake up the contact sensor.
I'm guessing what I'm trying to do with either the water sensor or contact sensor connected to a float switch is not workable since I have only received suggestion from a couple of users many days ago.
