Using the Fully Kiosk Browser, with the Fully Kiosk Browser Controller app, along with some downloaded MP3 files to the tablet, works for me. It also supports TTS and much more.
After setting up the browser and app, set some RM scripts or apps to do the sounds and TTS notifications.
