Paused rule that does not meet conditions still triggering

I have a pair of basic rules conditional only in away mode, one that turns a few lights on at a time of day, and another that turns them off. Haven't been in away mode for some time, and this conditional rule has still sometimes been running. I even manually paused it several weeks ago to stop if from happening, but it still turns the lights off at times at 10:48.

I've confirmed the mode is not away, so the rule is both paused AND does not meet it's condition but it still triggers.

Any idea why this might be happening? I don't think it happens every day, but it might since we don't always have those lights on. Affects the other lights in the rule as well. The switch is not in any other automatic automation rule.

Does it have something to do with that restrictions section? If I change to "restrict trigger and pending actions" might it change? I don't see why since it should never trigger, and it's still paused too.

It's a simple rule. I'd recreate it and see if it works.

I'm less concerned with the rule itself, and more concerned that "pausing" a rule has no effect. Is that a common issue?
