I have the following rule working, except when manually set to 100%.
It fades out if no motion is detected. I need it to stay on (during dinner) until manually turned off. My device is GE Jasco Motion Dimmer 26932.

Probably just want to set the toggle for "Cancel pending actions when required expression becomes false" under "define required expression."
That fixed it. It now works they way I wanted. Thank you!
