Open Weather - can I use "weather" attribute to tell if it's raining?

I would like to announce when it is raining but not sure how to tell from the attributes of "Open Weather" if it's raining. And I don't think we have any string functions to use on the attribute to see if "rain" is in the weather attribute. Sounds confusing, but I'm sure someone will get the idea.

On the same subject of determining if it's raining, has anyone used a simple water (flood) sensor for this purpose?

I haven't done this myself, but you should be able to use the Open Weather attribute condition_text. In RM , select Custom Attribute as the capability and contains "rain".
