The Hubitat documentation states, "Enabling the Use Required Expression option allows you to define an expression (a single condition or any combination of conditions)" and I have created two Required Expression Conditions:

What gives?
You've created 2 conditions, but it appears you only put one of them (the first one) in the Reqd Expression.
Conditions are combined with AND, OR, etc...
After you select one of those, you can select the other condition.
Use the Edit Required Expression to add the second condition.
