On/Off Optimization not working Simple Automation

Hi all - on/off optimization is verified 'disabled' (has never been turned on...) for a simple rule. However the rule will not command a Kasa plug ON when it's state has not yet been updated to OFF. Works in RM5.

Is there a way I can verify the optimization is indeed disabled, and that it agrees with the rule toggle?

Very simple automation: front lock unlocked, between sunrise/sunset, turn on plug.

Whata bout turning logging on for the kasa plug device and/or looking at the events tab to see if the device is actually receiving an on command? I would think if you see an "on" in the logs even though the device thinks it is already on that would be an indication that optimization is indeed turned off and your issue is elsewhere.
