I do not use the Zooz stick much at all, other than removing ghost nodes. And I don't have to do that very often at all. Is it ok to leave that stick plugged in from an HE perspective?
Mine has been plugged in for prob a year, 2ft from the hub, no issues. When I was running a C7 it would act as a repeater, like an external booster antenna.

I have 3 USB sticks plugged in, one for each of my ZWave hubs. I have no issues with them as far as I can tell.
Many months ago I was needing one once a week or so. With 3 ZWave hubs in my home, exclude/include got to be tedious. I've got one per mesh now and just leave them Included and powered on. They are plugged in, an inch or so apart about 24 inches from the nearest hub.
