Is my Child Data section supposed to be empty (except for the null device)? Why is there a null device that does not match any of my device ID's?
Could you have removed that device?
I don't know. I removed 2 Sonoffs plugs some time ago, but I don't know what the IDs were, and why it would be showing up, or what to do about it. Also, is it odd that there is no other Child Data?
No. Before I experimentally removed all the power devices (plugs), I would routinely have no child devices. This is what I have now, lol:

If you're using a C-8, getChildandRouteinfo often reports part of the MAC address of the device instead of the device ID and unknown instead of the role type (oddly some hubs including mine report the device IDs and roll type correctly).
I've been getting some of these lately.
The device works and reports regularly.
Weird that you get the description.
It's a pain trying to figure it out by looking here and there.

edit: And, just like that, it disappeared, lol.
The null device seems to have disappeared. Now I have a single device (a third Reality motion sensor) in the Child Data section instead.
I was getting odd things too. Lots of null devices. I did a "Rebuild Network" and its all as it should be again no more null devices
