I currently have a rule that when my mode to set to away, I get notified if any lights are on. The problem with this rule is that it does not specify which lights are on. I tried to use %device%, but that only links to to the hub name. Is there anyway to create a rule so that when my hub is set to away, it notifies me the specific names of each switch that is on?
@Cobra has an app specifically for this, it's called "did I leave anything on" if I remember correctly.
Just looked at it. It only applies to contact sensors and not switches.
Out of curiosity, is the ultimate goal to know which switches are on, or simply to make sure some/all lights are off?
I already have a rule that lets me know if any lights are on. I want it to be more specific so I know which specific lights are on.

Message Central will do this for you, using any trigger for the message and using variables in the message.

Just a heads up, if your plug is ever on when your mode changes to home, meaning that a mode change makes the rule true, you'll have the same issue as OP.
Ah, I see what you mean because the light doesn't create an event with the mode change.
