I just tried that on a spare, older, ZEN16.
Works as it should.
ZEN16 only takes dry contact, no voltage. So, what are you energizing?
Is it a new ZEN16? Inputs can be separated from relay, etc.

The output on the alarm system is 12vdc, which energizes the interposing relay, the interposing relay has a dry contact, the dry contact interfaces into the ZooZ, (switch), I use the ZooZ as the input, in normal (no alarm) it [OFF] [0], in alarm state its [ON] [1]

I also used a fluke meter, the input is not toggling, the switch mimics the interposing replay output, when in alarm, its [ON], when normal its [OFF], and the switch "state" does not toggle, I even put a direct jumpers wire on the ZooZ input to mimic a switch, same results, one message then stops
Maybe get a report of all the parameters and then check it out.

Though it doesn't solve whatever root issue is afoot here, another option to consider is using Pushover's Emergency priority.
That's how I handle notifications that I need to get my attention no matter what.

Something about cycling the triggering device (ZEN16) on and off to clear states...or something like that.....
Reading closer, it's about a restriction switch, but stil....

Does he mean cycle the input device in my case the ZooZ realy from [OFF] to [ON] then [ON] to [OFF]?
