The link in the screenshot showing an error message isn’t a dashboard at all. The OP addressed that.
I think from you confirming you can use your dashboard with no wan connection (thank you) on top of what else has been said, in my setup, the modem must do something crucial to this working. Thus it won’t work if I disconnect the wan cable but would if the internet just naturally went down.
