As the title states. Rule machine 3.0 wasn’t included in the update.
It most certainly did. 
Your existing Rule Machine child apps will remain Rule-2.5. New ones you create will be Rule-3.0. What do you see that indicates otherwise?
Also, did you update to 2.0.9? (Just asking since I suppose it's possible you were behind on 2.0.8 and happened to get a point build of that before 2.0.9 was actually released.)
Yes it was. When you create a new rule, it will be 3.0. It's actually the child app/rules that are now 3.0.
When creating a new rule it looks the same.
That does. But what's different are the "Actions" sections (when you go into them). So I'd check if you're on 2.0.9 and what child app gets created when you create a new rule. If you're familiar with RM, you should see a visual difference, but you'll also see the child app as Rule-3.0 in the apps list.
Yep. I never completed the full rule.
