What is "equipment"? Is this a thermostat? If so, the built-in Thermostat Scheduler app may do what you want. If not, you could probably re-create the functionality you're looking for with Rule Machine, though exactly how would depend on what devices these are.

Dashboard won't easily display an interface like the above, though there are some ways you could connect at least some pieces into one. Again, the exact way you'd need to do this would depend on what you're actually doing (and how you implement it). Personally, I'd expect to need to use the admin interface instead for something like that, and it would likely be easier in any case.
