Having a problem with these battery 4- button switches 
I rebuilt the zigbee network ( not a good Idea ) But was having lag issue with Porch Switch.
So I thought I would try it. everything came back fine. But One Switch. ( Basement Switch )
Could not get it to work anymore So I deleted it. and trying to readd it.
It will not pair ( paired fine the first time. )
Here are the Switches - Buttons I got ...
C-7 or C-8 ?

Can you try pairing it away from the C-8 hub and very close to a Zigbee repeater (I see only Zigbee bulbs shown as routers in the map).
They are all " THIRDREALITY Zigbee Smart Plugs " for lamps ect.
These TR plugs should be good Zigbee 3.0 routers.
What I propose to try is not a universal solution, but it worked several times for me.
However, for some devices didn’t work …
Same problem - they paired successfully once (on a ‘fresh’ C-8 hub), but will not pair anymore after I added a lot of other devices.
Wow .. Ok then .. that worked .. was driving me crazy !

Had a different switch that would not pair .. thought it was bad.
Did a amazon return on it. Just tried your "trick" and it finally paired !
Ok .. learning a lot about how this stuff works ! LOL
