Need a little help with my motion sensor automation

Hey guys, just looking for some help here. I have set up an outdoor motion sensor to begin to trigger my exterior lights at 9:01pm unit sunrise. The problem is they are turned on during the day etc. What seems to be triggering them is not motion though, but instead after the "motion inactive for 3" minutes passes they turn on. Here is my logs:

I do have these lights turning on with another app during a time of day, but they are shut off at 9pm and that is why I have my motion sensor coming online at 9:01. Any help is much appreciated. Thanks!

It's the "restore to state before activation" that's getting you. Apparently the RL instance thought the light was on when it was activated. You can see it in the eighth log line from the top.
