So I have upgraded to the C8 and wanted to give a family member my old C7, and get them hooked and then in the future they will want to upgrade their hub. Will they be able to migrate that hub to a new hub and transfer zigbee and zwave over like I was?
AFAIK Hubitat has said that the free migration from older hubs to the C8 will be retained over time. So that should not be an issue if/when your family member decides to upgrade to a new hub. @support_team can re-confirm.
Makes sense that they would want to do right by their customers, and also good for them to help customers to upgrade/expand their hubs. 
As long as that hub doesnt show up within range of your zigbee network on the same channel it should be fine... though I don't know how long the free cloud migration offer will be in place. Worse case they'd have to have hub protect, which is actually a pretty good thing anyway.
Yes, they'll be eligible to migrate their own network that they may build on the C-7, when they acquire a new C-8.
