Multi hubs with multi users

Can the following be done
I have (3) hubs
I have (3) users
Each hub has (1) dashboard
Each hub is a location (a site) with its own network/wifi
So I have (3) separate networks not connected to each other

I want (1) administrator, to admin all (3) hubs, using remote access service
And can view and control all (3) dashboards
The admin, (user no1)

(User no2), needs to have "view only" access to all (3) hubs dashboards using browser and hubitat phone app

(User no3) to have "view only access" to only (1) hub dashboard, using browser and hubitat phone app

Used no2 and user no3 can NOT have access to "remote admin", or any account admin.
They can only view the dashboards

Can this be done?

I tried adding a guest account, but I notice the guest access has access to the remote admin roles. I must be missing something.

You are not missing anything. Just like on the local network, guests have access to the hub but via Remote Admin service. However, they cannot manage the subscriptions. If you'd like them to have restricted access, the only way to achieve that, currently is to share a user Dashboard with view only tiles.

The admin can connect to the hubs via Remote Admin, for any hubs registered with the same admin. Guests can only see the hubs they are guests on.
