Is it possible to move zwave devices from one HE hub to another, without excluding. (edit: also without backing up. I want to start fresh).
In Australia, so have two HE external zwave sticks........not sure what the "real" manufacturer is.

Zwave device pairing is stored on the stick. Moving the stick from one hub to another should move the devices. You shouldn't break anything by moving the stick to a new hub to check to see what happens.
I would personally backup the stick before I started, just to be safe.
Just wondering why you would start fresh with a new hub rather than just removing things. Perhaps restore an earlier HE database backup?
If this is how it's supposed to work, that was not my experience: devices didn't appear until I restored the hub database (and then I had odd problems unrelated to Z-Wave, possibly because I restored from a totally different hub and a different model). It would be nice if it would see things on the stick and offer to add them as new devices. Maybe it's supposed to and I just had bad luck. I felt better about doing a hard reset, so I did.
Having never experienced this with HE, I'm sure your findings are correct. I have gone through transfers several times and it was never easy. In hindsight, I may have been better off resetting and starting fresh, but my goal was to preserve everything.
I do question, however, why one needs to reset and start again. Re-pairing devices shouldn't change anything about the device and hub communication. If everything seems a bit messed up, wouldn't it be easier to just delete all the apps, back up the database and then restore the database to clean up?
My only concern with HE is that if something goes wrong with the hub, I don't have a recovery path. I do have an Aeon Zstick paired with my HE hub, and it operates as a secondary controller. I see all (some exceptions) my devices on HE and can control them. I can shut down HE and still control them.
I would love to see an official backup and recovery procedure with HE.
I have already restored a backup a number of times. I think my main problem stemmed from me restoring a C4 hub to a C5 hub. Anyway, I've noticed that the HE is snappier, although I've not got any automations going yet, just getting the devices loaded.
