I have never had particularly good or consistent experience with Motion Sensors. The Rules I write around them never seem to work as I think they should. My current problem child is an Ecolink motion sensor. I finally broke down and turned on and actually reviewed the Logs. To my surprise, if motion is continuous, the device never sends either an Active or Inactive command. ???? I always though a motion sensor would send another Active command if the motion occurred after the motion interval. Is this the normal behavior of all motion sensors???
Yes. They won't send another active event until after they have gone inactive. For the Ecolink that's four minutes after motion has stopped. Some sensors are as short as 30 seconds but if you have ten minutes of continuous motion you will only get the single active/inactive response.

Can you give an example of a rule that is problematic for you? As @lairdknox said, this is pretty standard behavior for motion sensors. For me, once motion starts and remains active, that generally works fine for my automation logic.
