My Hubitat Package Manager shows there is an update for Moen but I run the update and nothing changes. Anyone seen this?

I don't have Moen, so I installed the Package, without any optionals. Then I unmatched it, then ran a Match and it found the package. I did not mark it as up-to-date, thus arriving at a match to your screenshot: "installed: 0.0 current: 1.0.17"
And finally, I did an update... which completed successfully as shown in the logs.
