I have a [guest] user on the hub that doesn't receive notifications on the registered mobile app and the app doesn't communicate presence. The hub is issuing the notifications and the app is showing changes in presence but they aren't getting through to the hub. I have discussed this in a separate post https://community.hubitat.com/t/notifications-not-coming-to-phone-presence-issues/139920/36 and followed the directions there to recreate the device. This has not solved the problem.
The user recently updated their email address used for Hubitat which required creating a new hubitat account and then removing the old account from the hub and adding the new account (assisted by @bobbyD) before attaching to the existing mobile device. I'm not suggesting that this created the problem, I'm just trying to think of all possible reasons.
Other Symptoms: If the user accesses the notifications page in the app, no notifications are returned and the'waiting' circle just keeps spinning.
Seeking assistance here please. It appears to be more than just a bad mobile device on the hub - there is something broken behind the scenes, I suspect.

Is this the process you already tried to create a new device on the hub?
I would also delete and reinstall the mobile app.

I have tried everything and I am still NOT getting notifications on my iPhone 14 iOS 17. WTH this worked forever now it doesn't? Tried removal, reboot, reinstall, DNI change... deleted all devices... iPad works fine, but not the iPhone. I can see the notifications within the App just fine and testing works inside the App, but not the banners that used to work. I do not have the older version installed. Anyone have an ACTUAL FIX for this issue?
Not yet, but determined to work on it. It drives me bonkers! 
Same issue occured when i changed email on my hub. No presence is sent to hub, no notifications is showing up, no blue dot in app and every time im opening my app it asks me to pick a hub because multiple hubs were found (eventhough i only have one)
Im not getting the possibility to create a new device following your steps. Its just loading the mobile device again
Same here, stuck at "Failed to retrieve mobile devices from hub".
There's a "create new device" in the background but I never get a chance to touch it.
Successful after rebooting the hub.
So the DNI change did not work - removing old device completely and rebooting was needed.
