When setting time the selectors on the hours' field allow you to go from 0 to 24. Validations handle the issue though.
I've seen this on "Between Two Dates" and "Between Two Times" in rule machine.
I suspect this is required to support a 24 hour clock. 22h = 10PM
On a 24 hour clock it goes from 23:59 to 0:00. Like I say its a minor issue as the validation catches it if you dont.

I think his point is there is no 24:00

This happens at the platform UI level, actually the time input selector. We will get that corrected.
