So, looking for clues here. I'm working with support on this, but thought I'd see if any of the Hubitat gurus out there might have a clue.
I attempted a migration from C5 to C7. Followed the process (Repaired ZWave on C5, backup to cloud, turn off radio, did Migration on C7) and no devices appear on the ZWave Radio. Everything else seems intact - all devices are listed, apps, etc. Have tried Soft Reset then power-down reset on C7, updated the firmware, rebooted several times in the process. Even started over from square one in case something got corrupted - repeated everything after reboot on the C5 (Repair, backup, etc.). Nothing. The logs on the C5 showed no errors, just the activity of the Repair process. The repair on C7 obviously does nothing - it sees no radios. And of course all of the C7 logs are empty.
Any advice or clues on what's happening and how to get the migration? I have almost 60 ZWave devices, some of which will be hard to get to if I have to re-include each one. That's really not an option. But I'm sure it's something we're just not seeing.
I see you did a repair, but did you ascertain there were no ghosts or stranded devices on the C-5? The only way I know to tell is with a secondary controller (PC Controller or Z-Wave Toolbox). I remember that early on when Hub Protect was first introduced, there were a couple instances of corrupted C-5 z-wave radio databases not migrating as expected to the C-7.
My C-5 was one of the first to be "migrated" to a C-7, and I had ensured there were no ghosts or stranded devices on the C-5 before the Hub Protect backup.
You answered one critical question!! I don't have a secondary controller, so is there any way to find out if there are any ghosts corrupting the DB? I did have (some time ago) a couple of devices that failed and had to be forcibly removed - so there may be ghosts. But I can't see them. Though I thought they would be removed by the system when repaired and rebooted?? I guess not. But if I don't have a secondary controller how can I find/eliminate them?
There's no mechanism on C-5 that I am aware of. Simplicity Studio (which includes PC Controller) can be downloaded for free, and a compatible z-wave dongle from Mouser is $20.
