Yes, so long as your local network is up. If your router is down (ie: No internet or local network), then no. But, so long as your router is up and running, you can access your hub.
[Edit]: Features like cloud dashboards and such won't work, however. Anything that relies on a cloud service (like IFTTT, Ecobee, and such) will not work as long as your internet is down.
But is there a way to create apps etc, remotely?

If your Internet is down, how will you access your hub remotely? It's not possible.
Well oddly enough my external internet connection was out this morning and while at thee house I could not connect via the internal Hubitat IP although the router was up.
Do you have a combo modem/router?
It would be helpful to know if you can connect to any of the devices on your local network. If not, I'd suspect that your router hung.
Maybe the IP address had changed? Make sure it is fixed.
Yeah, Several approaches. Check the forum. Safest is probably a VPN either using your router if it supports it or a Raspberry Pi or suchlike (always on computer on your home network). I was using VNC on a Pi with some success but then it went all screwy and was not connecting without messing with ports. So I moved to Teamviewer which seems very good so far. You basically can then get to your Pi desktop from which you can run a browser and access your hub. It works great.

And here's the Pi desktop on my Androidโ phone, running a browser with the Hub connected. Excuse the massive cursor. That is an issue I can't get resolved on my Pi 4 yet lol.
All running nicely over a 3g mobile signal.
Give it a go. It works great.
