I have the Pro Hub, both hubitat C7 and that hub are plugged into same switch and UPS.
It intermittenly connects via Telnet. What causes this

Is your switch a managed switch? I had an odd issue with telnet between HE and Envisalink a ways back. I tried all sorts of stuff but finally ended up disabling STP and LLDP-MED. I have no idea WHY that resolved the issue but it did. I think it's much more likely to be something else (like a cable or negotiation etc) and I did not do the same thing for my Lutron hub. But if you try all those and nothing gets better you might want to try those.
I don't think it is bad ethernet on hubitat, otherwise I would have problems connecting to web interface.
I have tried 3 different cables on Lutron Pro.
It is cheap unmanaged TP Link TL-SG116.
