Are you on iOS? If so, there seems to be a bug affecting the local/cloud switch for some users on the current app... Staff has acknowledged it, and stated it should be patched in the next beta app release, and the subsequent prod release should follow that beta fairly fast, but no timeline has been provided.
I think this is the best thread overall about it, and it include the staff response (post #96) I mention above...
