Logic and hardware advice

Evening, I've had an idea to save a little bit of power but need help on both the logic and/or what parts people would use.

I've got 7 switches (dumb ones in 7 different rooms) that activate 2 separate motors through a no voltage switch on each machine. They activate both motors at the moment as the no voltage wires are all communed up together. Fairly wasteful as having both motors on pulls 4kw of electric.

The logic is this if 5 or less call use motor one if 6 or more call at once use both. Here's the problem, I don't know what hardware would be best for this or how best to program rule machine for this. I need the solution to be as bullet proof as possible with hardly any delay time. Any ideas for what could be used.

Can you elaborate a little on how the system is setup? Maybe a drawing

so in each room we have a wire going back to the machine from the motor, each wire contains two wires I'm presuming a common and then a switch wire. Currently they are all wired up together so when one of the 7 switch wires on the machine closes the circuit the two motors activate for demand.
